Chee Soon Juan claimed to be speaking for fellow Singaporeans but who gave him the mandate to do so?

Overheard :

“I don’t normally post political stuffs on my page (I am not into it and don’t fancy it), but this is one thing I feel the need to speak up as a citizen of this country…. not really about politics but behaviour.

Dr Chee Soon Juan had been writing to foreign medias and giving speeches in overseas about the political scenes in Singapore all these whiles since he entered politics. He had been telling foreigners how the Singapore government failed to take care of it’s people properly, how Singaporeans had suffered under the Government run by the ruling party PAP, and how the Government try to silence opposition political parties and people who try to speak up for fellow Singaporeans against the Government. He said that there is no freedom of speech in Singapore and mainstream medias are controlled by the Government and his letters, views and speeches will never get published here.

I am not going to debate with Dr Chee about those bad Government policies he mentioned as I am not in the position but just want to air my views on his action.

Firstly, are Singaporeans really treated that badly or exploit by the Government here, that perhaps the majority of us do not have a roof over our heads, we are all roaming and sleeping on the streets? Majority of Singaporeans do not have a job and can’t even afford our basic meals? People who voiced out for fellow Singaporeans against the Government are all silenced by sending them to jail or perhaps kill them?

I seriously think that we did not fare that badly as a country with majority of the people having a roof over their heads, a job and basic necessities.

Secondly, he claimed to be speaking for fellow Singaporeans but who gave him the mandate to do so?
With the low votes he received during those three General Elections that he contested, it surely did not look like majority of Singaporeans were supporting him, his action and views. He went on a hunger strike to protest against the dismissal, after he lost his job in the NUS due to his serious misconduct and for misappropriating research fund, but he was drinking glucose drink, hunger strike, really? He was introduced into politics and mentored by Mr Chiam See Tong but he later forced Mr Chiam out of the political party the senior founded and fought for, he also misbehaved and challenged former Prime Minister Mr Goh Chok Tong in public with verbal abuse when both of them met at a walkabout during an election tour.

With all these, Dr Chee’s integrity is questionable, I surely would not approve of somebody like him to speak up for me.

Lastly, if he truly wants to fight for the rights of fellow Singaporeans, for the good of the people in this country, he should refrain from speaking to foreign medias in overseas. What does he really want to achieve? For his personal gains and glory or he is seriously naive to think that foreign Governments will intervene with our local Government policies here? Even if they do, is it for the good or bad of the people in this country?

Imagine if foreign Governments intervene by cutting all ties with us, stop doing business and investing in this country, MNC pull out of Singapore, Singaporeans will start losing their jobs, companies here and even the Government will start losing foreign investments and the people will seriously be starving and sleeping on the streets because don’t forget that we have literately nothing, everything we need (even basic necessities like rice, poultry, vegetables, seafood..etc) we need to import them.

I always feel that this is our own country, we run it the way we deem fit, we should never allow foreigners to dictate how our country should be run, no matter what the issues are, big or small. So if he really wants to make a change for the better for fellow Singaporeans, he should speak to our Government, talk to people who can really make the changes, go to Speaker Corner to speak to Singaporeans and garner supports, contest the General Election again and make those changes himself and not try to use foreign political forces to achieve this.

He once said “We are Singaporeans, we have our rights, our rights to vote, so do not sell your votes, sell your votes is selling your country” …. Seriously, whether his view points are right or wrong, he is selling the country by going round telling the whole world that Singapore is bad, we have a bad Government, people in this country has no rights, no freedom of speech, trying to get foreign political forces to intervene on how our country should be run.

I am not going to allow someone who is always ready to sell the country to speak up for me or run this country….. Never!!! “

Chee Soon Juan has sacrificed Singapore’s national interest for his political agenda

Overheard :

I understand there is some anger about the manner Minister Chan Chun Sing responded to HuffingtonPost about publishing Chee Soon Juan’s articles. Please consider that 1 of the 2 articles called for major trading partners to not sign Free Trade Agreements with Singapore until certain conditions are met. If he has his way, jobs will be lost in Singapore. Families will be thrown into hardship. Livelihoods will be affected.

As a Singaporean, I am deeply offended by what he did, asking foreign nations to do things against Singapore’s interest to further his agenda.

Regardless of whether we agree with the way Chan Chun Sing responded, we must not get distracted from the real issue at hand.

We must stand resolutely and in solidarity against what Chee Soon Juan is doing here.

  • I fully agree. Well said. As a small nation dependent on trade with the world, we should support free trade. CSJ has sacrificed Singapore’s national interest for his political agenda. That’s why he’s unfit to be a political leader (imho).

Chee Soon Juan is NOT for Singapore and Singaporeans.

Overheard from Calvin Cheng :

Min Chan Chun Sing has written an excellent letter to Huffington Post informing the people behind this ultra-liberal, left-wing American publication that Chee Soon Juan is not a serious political figure in Singapore. No doubt, this sanctimonious online newspaper, founded by the quintessential champagne-socialist Arianna Huffington, will ignore it in the name of ‘freedom of speech’.

What is more interesting is the numerous extremists – hardcore opposition supporters – who have piled in to excoriate Min. Chan and defend Chee Soon Juan.

The thing is that Singapore would benefit from a GOOD opposition – any country would. Senior PAP members themselves have said as much. There are far better opposition figures that have done much for Singapore, not least of all Chiam See Tong whom Min Chan has called ‘an honourable man’.

And by far the man who has achieved the most for the opposition cause has been Low Thia Kiang, who took down a GRC packed with PAP heavyweights, and held Hougang without histrionics, without slandering people, without pandering to Western provocateurs, without the kind of ineffective and absurd political drama of Chee Soon Juan. These are the opposition figures that the world should know about.

People who support the Opposition without care about WHO the politician is and what he stands for are a blight on our hopes of having an enlightened electorate, and a constructive democracy. They are a grave danger to Singapore, and a knife in the heart of opposition activists who have worked hard through the years to build up a credible, constructive, and moderate Opposition.

Both ruling party supporters and moderate, reasonable opposition members must unite in the face of the extreme and destructive ideology of opposing for the sake of opposing. Otherwise Singapore will be ruined.

Overheard :

1. Chee Soon Juan& his wife does not work for many years, he raised 3 beautiful children, drive a car, fully paid up a 3rm flat in a mature estate, travelled oversea for holiday and to bad mouth Singapore regularly.

2. CSJ was fired from NUS for misappropriating researched fund.

3. Staged a hunger strike, but eat a large breakfast everyday then fed himself glucose water throughout the day.

4. Usurped SDP from Chiam See Tong the founder.

5. Mr Chiam See Tong almost lost his Potong Pasir Parliamentary seat in 1993, after Chee Soon Juan attempted to expel him from the SDP. Mr Chiam has to go to court to prevent Chee from doing so on procedural grounds. After which Chee replace Mr Chiam as parliamentary opposition leader with Ling “Don’t Talk Cock” How Dong.

6. Protest crazy like the looney fringe Han Hui Hui. Everything also protest, illegally without permit.

7. Heckle crazy like the looney fringe Roy and Hui Hui.

8. Talk about freedom of speech, SDP page banned everyone who disagree with it.

9. Cannot get elected does not mean there is no democracy like Chee insisted. It only prove the people has rejected Chee’s stupid shit.

10. Desperate enough to trade his Town Council (if he wins) to another party just to avoid 3 corner fight. Then chicken out when rejected.

Chan Chun Sing : Dr Chee Soon Juan betrayed his own mentor, Mr Chiam See Tong.

Response to Huffington Post articles “Without Freedom There is No Free Trade” and and “Free the Singapore Media and Let the People Go” by Chan Chun Sing

Your website has given Dr Chee Soon Juan considerable but undeserved attention and space. You perhaps believe that he is a weighty political figure in Singapore. He is nothing of the kind.

Dr Chee has stood for elections thrice – and lost badly all three times, once receiving just 20% of the vote.

The party he now leads, the Singapore Democratic Party, was once the leading opposition party in the country. But that was when it was led by Mr Chiam See Tong, a man everyone in Singapore, political friend and foe alike, regards as an honourable man.

Indeed, it was Mr Chiam who brought Dr Chee into the SDP in 1992. He mentored the younger man and promoted him. Dr Chee then proceeded to betray Mr Chiam, isolate him and force him out of the SDP, a party that he had founded in 1980 and had nurtured over 14 years. Since then the SDP hasn’t won a single seat in Parliament, though Mr Chiam himself went on to win elections repeatedly.

In 1993, Dr Chee was dismissed from the National University of Singapore for misappropriating research funds and for other serious misconduct, including surreptitiously recording conversations with university staff.

He has been sued for defamation not only by ruling party politicians, a fact that he likes to trumpet in the foreign media, but also by the doyen of the opposition in Singapore, Mr Chiam, a fact that he doesn’t mention because it is embarrassing.

And in 1996, Dr Chee and three of his associates were convicted of perjury by Parliament tor submitting false statements to a Special Parliamentary Committee. This is the equivalent of Congress convicting someone of perjury, a most serious offence.

It is because of these and other failings that Dr Chee is a political failure — not because he was persecuted, as he likes to pretend. His party is now one of the weakest political parties in Singapore principally because voters do not regard its leader as an honourable man.

Dr Chee was disqualified from contesting the last two General Elections because he was declared a bankrupt in 2006 for failing to pay damages for libel to former Prime Ministers Lee Kuan Yew and Goh Chok Tong. He was discharged from bankruptcy in 2012 after the former Prime Ministers agreed to accept a reduced sum in damages. Since then Dr Chee has been campaigning to redeem himself in the public eye in preparation for the next General Election.

As he has done in the past, he has looked to the foreign media for redemption, chiefly because foreign journalists don’t know him as well as Singaporeans and he believes he can beguile them into believing he is the Aung San Suu Kyi of Singapore politics. Dr Chee, however, claims he is forced to publish in the foreign media because he has been silenced in the Singapore media.

But this is false. There are several socio-political websites in Singapore, some with as wide a reach among Singaporeans as the Huffington Post has among Americans. They have run several articles by Dr Chee. The local press also has carried several of Dr Chee’s letters.

Dr Chee’s problem is not that he has not been heard by Singaporeans. His problem is that they have.

the “Complex” arrears report format that Worker’s party and other TC need to submit

Overheard :

The arrears report format that WP need to submit like any other TC which they themselves had in previous years submitted but is probably too ‘complex’ now that they have to manually count and sort.

  • “We will leave it to the public to make its own judgement.” ~ Chairman of Aljunied-Hougang-Punggol East Town Council (AHPETC) Sylvia Lim
  • AHPETC, just submit the report asap in the format available to you since it is ready; revise into official format later. The public only wants to know the truth, not your administrative problem.
  • Ms Slyvia, please submit AHPETC accounts and immediately. Don’t dodge the issue. Set a deadline to complete your reports!
Your past profession as a Teacher also ask your students to hand in their assignments on time.

Worker’ Party, Kay Siao !

Overheard :

Here’s a compilation of WP’s excuses for AHPETC:

Excuse 1: It is AGO’s fault

  • “He reiterated that he was not sure why the TC did not submit the relevant financial information to MND, but he guessed it could be because the TC needed to handle the AGO audit, and therefore did not have time to organise the information to give to MND”.
(ZB report quoting Low Thia Khiang, 6 Nov 2014)
  • “From May last year, the council also stopped sending its monthly S&CC arrears report to the ministry despite reminders. Asked why, he said it had “prioritised resources for the Auditor-General’s Office (AGO) audit””. (ST report quoting Png Eng Huat, 7 Nov 2014)
  • “The AHPETC has not been submitting its monthly S&CC arrears report after April last year, and also did not submit its FY13 financial statements and self-declared corporate governance checklist. The town council chairperson Sylvia Lim attributed these to the Auditor-General’s audit over the past few months delaying the town council’s internal audit workflow.” (ZB report quoting Sylvia Lim, 11 Nov 2014).

  • Truth:
  • AHPETC stopped submitting the monthly S&CC arrears reports from May 2013, 10 months before the AGO audit even began.

Excuse 2: It is the press’ fault

  • When the mass media interviewed me on 10 November 2014 on the MND’s Town Council Management Review (TCMR) results for Financial Year 2013, I was asked about the circumstances leading to AHPETC’s non-submission of two sets of documents – the TC’s audited financial statements for FY 13 as well as the arrears reports. I had told the media that the audit for FY 13 could not reasonably commence while the Auditor-General’s Office (AGO) special audit was still in progress; as for the arrears reports, I told them that the finance team had been tied up with audits by our commercial auditors for FY 12 and then by the AGO.

Unfortunately, my responses to the two matters were conflated in certain media reports. At no time did I say that focusing on the AGO audit was the sole cause of the delay in submission of the arrears data to MND. In any case, MND should have known this from my earlier correspondence.” (Sylvia Lim’s media release, 10 Dec 2014)

  • Truth:
  • Workers’ Party MPs didn’t offer Excuse 1 only once. They offered it on three separate occasions.

Excuse 3: It is MND’s fault

  • “Minister Wong may have not known that the TC had explained to MND its challenge in submitting arrears data in MND’s format from mid-2013. I had explained that while the IT system being used at AHPETC could churn out arrears reports, manual counting and sorting was required to get the information into the format required by the MND.

I had also informed MND that AHPETC had requested its software developers to enhance the system to churn out the reports in the required format, but this was work in progress.

MND had been informed that AHPETC’s Finance Team and its software developers had been involved in (two consecutive) audits, first by the TC’s own auditors (commencing mid 2013) and then by the Auditor-General (commencing March 2014), and that this had led to a deferment of reporting requests, including MND’s request for arrears data in its prescribed format.

I had concurrently offered to submit to MND the arrears data the TC had as it was, but this was rejected by MND. (Sylvia Lim’s media release, 10 Dec 2014)

  • Truth:
  • The monthly S&CC arrears report template is a simple table, stating how many households owe S&CC and for how long. It has been used by all TCs — including Hougang TC since 2008 when it was managed by the Workers’ Party and the same General Manager, Ms How Weng Fan. It was also used by AHPETC itself till April 2013, when it stopped abruptly.
  • Also, in addition to blaming AGO for its own tardiness in 2014, Ms Lim now also blames AHPETC’s own auditors for its own tardiness in 2013. However, AHPETC was audited by the same auditor, Foo Kon Tan Grant Thornton, in 2012. That did not prevent the TC from submitting its monthly S&CC arrears report until April 2013.

Excuse 4: It is the PAP’s fault

  • “The Town Council’s financial system that could generate the arrears report that HDB wants was terminated by the PAP-owned company, Action Information Management to whom the former Aljunied Town Council sold the system to. The arrears report that could be generated was terminated with the termination by AIM.” (AHPETC General Manager, Ms How Weng Fan’s reply to HDB TC Secretariat, 3 Dec 2014 just one week before Sylvia Lim’s media statement)

  • Truth:
  • AHPETC had been able to continue submitting its monthly S&CC arrears reports for 19 months after it had stopped using the AIM Town Council Management System.

On 14 December 2012, the AHPETC stated publicly that it had “moved on to upscale and develop the Financial System which was in use at the former Hougang SMC”.

The Hougang Town Council was also able to submit its monthly S&CC arrears reports from April 2008 until it was merged with Aljunied, without the aid of AIM.

Thereafter, AHPETC itself was able to do the same from August 2011 to April 2013.

Overhead  on the overheard  :

  • My take on this:
Non political: Lack of diligence and dedication on the part of the contractors. No commitment at all to make things work. Or a simply a team of blurr cocks. A good and responsible team would have spent days and nights to ensure that the system is in order

Political : Lack of political accument. Accidental incidental politicians. No leadership qualities. Won election through all talk and airs.

Big picture : the town council is a microcosm of a little Singapore. Can you imagine the chaos if this were the RealSingapore

  • Don’t get it. Do away old system, and spent $ on new system. When new system failed, blame new system and divert attention to old system w diligent issue. When new system still not working continue w a bunch of BS and still BS. Amazing… More amazing blind turkey supporterS.

  • I realized that their side really has a serious issue submitting documentation and data based on the required format…1st for the fair which they organised and now the TC arrears…seriously.

  • It’s call Kay siao

Accountability and transparency needed from AHPETC: Desmond Lee

POSTED: 21 Nov 2014
Source Channel NewsAsia : Accountability and transparency needed from AHPETC: Desmond Lee

Minister of State for National Development Desmond Lee said The Workers’ Party has not explained its “serious financial mismanagement”, and rising service and conservancy charges arrears.

SINGAPORE: The key issue in the poor performance of the Aljunied-Hougang-Punggol East Town Council (AHPETC) is accountability and transparency, said Minister of State for National Development Desmond Lee in a statement on Friday (Nov 21).

The Workers’ Party (WP) has not explained its “serious financial mismanagement”, and rising service and conservancy charges (S&CC) arrears, said Mr Lee. “Instead, we have seen a coordinated online campaign to distract the public, using falsehoods, half-truths and speculations, by friends, sympathisers and proxies of the WP. The aim is to confuse the public and distract them from the real issues.”

The WP-managed town council (TC) was the only one out of 16 banded “red” in corporate governance and S&CC arrears management in the Town Council Management Report released on Nov 4.

Subsequently, questions were raised in various online forums on the grants given to AHPETC, in comparison to other town councils run by the ruling People’s Action Party (PAP). MND clarified on Thursday that the funding for town councils is based on the number of HDB flat units and flat types in an area.

The following is Mr Lee’s latest statement in full:

“AHPETC has yet to explain its serious financial mismanagement, and the S&CC arrears.  Instead, we have seen a coordinated online campaign to distract the public, using falsehoods, half-truths and speculations, by friends, sympathisers and proxies of the Workers’ Party (WP).  The aim is to confuse the public and distract them from the real issues.  MND has addressed these untruths.  This is what the WP often does when caught under the spotlight – raise a flurry of red herrings in the hope that people forget that they have not come clean.

The key issue is accountability and transparency.

By its own admission, the AHPETC has seen 29.4 per cent of its residents owing S&CC for three months or more.  That was in Apr 2013, a sudden spike beyond the already high arrears rates consistently reported in the TC’s previous submissions

How did this happen?  And what is the current arrears rate?

Only the TC knows the answer, but it refuses to answer. Why? Ms Sylvia Lim and Mr Pritam Singh have said they will give answers in “due course”.  Why the delay and obfuscation?

Since May 2013, AHPETC has stopped submitting its S&CC arrears data to MND.  It now also refuses to tell the public the truth.  Ms Sylvia Lim has given the excuse that this is because they are busy with the AGO Audit.  How can this be the reason, when the TC stopped providing the data 10 months before the AGO Audit even started?  And surely the TC must know the arrears position, whether or not an Audit is in progress?

There are other concerns.  AHPETC received the same S&CC grants in FY12 that it got before the 2011 General Election.  Yet, in FY10 the TC ran an operating surplus of $3.3m, but in FY12 it ran a deficit of $734,000.  Why did this happen?  Is the S&CC from Aljunied GRC residents being used to cover the deficit in Hougang TC?  (In FY10, Hougang TC had an operating deficit of $92,000.)  If so, surely residents of Aljunied GRC are entitled to know?

Just as the TC had not answered questions raised by their own Auditors, Foo Kon Tan Grant Thornton, it has also not answered questions from the public about the state of its finances today.”
